
Education Out Loud – GPE’s fund for civil society advocacy and social accountability
Education is key to creating more peaceful, just and sustainable societies. Education Out Loud empowers civil society organisations in more than 60 countries to become active and influential in shaping education policies to better meet the needs of communities, especially the most marginalized and ensure quality education for all.
Education Out Loud works with more than 80 civil society organisations in Asia, the Pacific, Africa, Latin America and the Caribbean with an aim to strengthen civil society’s capacity to engage in education sector planning, policy dialogue and monitoring, and to promote transparency and accountability of the national, regional and global education sector.
Education Out Loud supports civil society partners to:
- Intensify participation of civil society in education planning and policy dialogue,
- Increase public engagement through social mobilisation, communications and campaigns,
- Enhance data use and transparency by developing tools to track public education budgets, improve programme implementation and increase social accountability,
- Build strong analysis and research on education challenges and policy implementation, and
- Strengthen civic capacities by supporting learning and capacity development of civil society organisations.
Funded by the Global Partnership for Education and managed by Oxfam Denmark as the Grant Agent, Education Out Loud is the largest fund in the world supporting civil society advocacy and social accountability in education, with an average annual funding envelope of around USD 15 million.
As of September 2026, Education Out Loud grantees have played a key role in:
Contributing to 300 policy changes across 51 countries, aimed at improving national education budgets, ensuring inclusive education systems, and addressing challenges that hinder learning.
Establishing or strengthening around 200 social accountability mechanisms.
Producing more than 350 publications, including research and evidence-based reports, to support advocacy and policy monitoring.
Oxfam Denmark has been selected as grant agent for a second phase of Education Out Loud that will run from 2027-2030.
